Type system deletion rework

Deletion of concept types is now possible

Following the same policy as deletion of concept instances it is now possible to delete concept types. Depending on the type (configuration area, unit, configuration or configuration item) different rules apply but in the end the base rule is always:

A concept type can only be deleted if it is not used or referenced.

Deletion of property-, complex-property- and reference-types is no longer possible

In order to ensure data integrity it is no longer possible to delete property-, complex-property- and reference-types is no longer possible.
